An attempt at organizing the mechanism of transportation in Sikkim started in 1944. And it was known as Sikkim State Transport at the time. After some time, Government renamed it as Sikkim Nationalized Transport in the year 1955.
In all other States, the transport corporation takes care of the transportation mechanism in the region. But in Sikkim, it comes under the direct control of Government; the Transport Department. The Central Government nationalized almost all the routes in the State. And the Sikkim State Transport took care of the traffic in the region till recently. The introduction of Motor Vehicles Act 1988 changed the scenario. At present, the Motor Vehicle Division; a constituent of Transport Department Sikkim, handles the network of roads in the State.

Locating your RTO
Locating your RTO in Mizoram is a no-brainer. As per the new licensing guidelines, the licensing plates of all vehicles should announce where they belong to. Thus the initial two letters seen on your vehicle’s license plate stand for the State it belongs to. The next two numbers are the codes of your local transport office.
Why register your vehicle in Sikkim?

Contact the regional transport office your vehicle belongs to.

Get the required application forms. You will need Form 20, Form 21 and Form 34 for the purpose. If there is any loan on your vehicle, your financier will have to attest it.

You can register your vehicle temporarily or permanently. The two processes work almost the same. If you decide to go for permanent registration, make sure that you do it within seven days of delivery.
Temporary registration is valid only for one month. You may request for extension. But you will have to register your vehicle permanently at the earliest.
Permanent registration, for non-transport vehicles is valid as long as your vehicle’s fitness certificate is valid. And for transport vehicles, it is 15 years. It is renewed every five years afterwards.
Registering vehicles brought from outside Sikkim
Registration of vehicles brought from outside Sikkim happens in two scenarios:

The owner sells the vehicle to someone living in another State

The owner decides to settle down in another State
Whatever is the situation, the process remains the same as permanent or temporary registration. The only difference is that you need to submit an NOC. Most of the States may not require you to have it. But having the same will help you in the long run. For instance, you need an NOC when filing for insurance claims in the new State. Present the duly filled application forms along with required documents. Don’t forget to pay the fees specified in the MVAct for the process. Upon verification of the application, the office will inspect your vehicle and do the needful. Do as per the instructions and collect the certificate on the date the authorities inform.

Transferring vehicle ownership in Sikkim
An application to transfer ownership should be made in Form 29 and Form 30 if it is part of the normal process of sale. It has to be made in Form 31 if it happens due to the death of the vehicle owner. And it should go by Form 32 if the vehicle is bought in a public auction.
